l have a 1999 Clio and for sometime key was not functioning correctly with the result that batteries went flat. Now key is fixed but it seems that l need to recode the key to the car since central lock stopped functioning. Is there a way to do it without going to dealer, which is expensive?!

Try this :

Press and hold central locking button for more than 2 seconds.
Doors should then lock and unlock.
Immobilizer LED will illuminate.
Press Lock/Unlock button
Immobilizer LED should go out.
